Tyshe M. Williams Jr., was stopped shortly after noon on Sunday, on Liberty Street for various traffic violations, said Capt. Paul Arteta.
Williams, who was unlicensed, had 94 bags of marijuana tucked inside his jacket and a loaded Ruger handgun in the vehicle, Arteta said.
He was charged with felony criminal possession of a weapon and possession of marijuana and is being held at the Orange County Jail on $25,000 cash bail or $50,000 bond.
